Clarion Borough Stormwater Authority (CBSA)
Announcement: Clarion Borough Stormwater Authority (CBSA) bills for the fourth quarter of 2020 were mailed on October 27, 2020. Beginning on October 27th, a fee of $25.00 is required for each submitted impervious area appeal. Checks shall be made payable to: Clarion Borough Stormwater Authority. The appeal form and instructions may be found on the Clarion Borough Stormwater Authority tab on the Clarion Borough website at www.clarionboro.org.

The Clarion Borough Stormwater Authority (CBSA) was established by Clarion Borough Ordinance No. 2016-820 on June 7, 2016. The authority board consists of five members, each of whom is a taxpayer in, maintains a business in, and/or is a citizen of the borough. The original board members will serve staggered terms from one to five years. New members of the board, appointed by Council, will serve five year terms.
The board meets once a month at the Clarion Borough offices, 1400 East Main Street, Clarion, PA 16214. The meetings are open to the public. Persons with a disability who wish to attend a meeting and require an auxiliary aid, service, or other accommodation to participate in the proceedings are encouraged to contact Clarion Borough at (814) 226-7707 to discuss how their needs may best be accommodated. The Clarion Borough Stormwater Authority was created by Council for the sole purpose of managing, repairing and improving the borough’s extensive system of storm water infrastructure. It is the objective of the authority to fulfill this mission in a way that is fair to all residents and taxpayers of the borough. *** PARKING NOTICE ***
The Clarion Borough Snow Removal Ordinance starts December 1, 2020 and will be enforced to April 1, 2021.
The Ordinance prohibits parking on both sides of North and South running streets from 1 a.m. and 7 a.m. on Monday, Wednesday and Friday.
The Ordinance prohibits parking on both sides of East and West running streets, between 1 a.m. and 7 a.m. on Sunday, Tuesday and Thursday.
The Ordinance prohibits parking on both sides of Main Street between 2nd and 3rd Avenue.
The Ordinance prohibits parking in the Liberty Street, Wood Street and Ross Memorial Municipal Parking Lots between 1 a.m. and 7 a.m. on Mondays and Fridays.
If your vehicle is parked in violation of the Ordinance, you will be fined $50.00. All Borough streets are affected and disabled vehicles are NOT excluded.
The Clarion Borough Police Department wishes to point out that many people are fined each year because of misconceptions. The following problems most commonly result in tickets being issued:
- This is not a weather-related ordinance. There is no requirement for snowfall. The Ordinance is a seasonal parking Ordinance.
- Many people forget that “tomorrow” begins at 12:00 midnight. It is a common mistake to go to bed on Monday night, forgetting that it becomes Tuesday at one minute after midnight. If your car is parked on an East and West running street, you will find a $50.00 ticket on your windshield.
- Vehicles must be moved COMPLETELY off of the highway, this includes the Borough’s right-of-way.
We would like you to start your day right. Do not make the mistakes we have pointed out to you. Please note the signs in place throughout the Borough and avoid an unnecessary fine. Have a nice winter season and drive safely.

TOBY BOAT LAUNCH
The Borough hosts a public boat launch and dock in the area of 5th Avenue and Fireman’s Road. No usage fees are charged. The current dock was donated to Clarion Borough by the Pennsylvania Fish & Boat Commission and is maintained by the Borough’s Public Works Department.
MUNICIPAL POOL
The Borough operates a municipal pool, at 219 Liberty Street. The property on which the pool is located is leased from Clarion Area School District. The Clarion County YMCA has been engaged to manage the pool facility. For a pool schedule and admission charges, please contact the YMCA at 814-764-3400.
PAUL A. WEAVER COMMUNITY PARK
The Borough owns and operates a community park that is located at 40 Emerson Way. The park is approximately 15 acres in size and has been improved with several ball fields, a picnic pavilion and a playground. The Park is home to Clarion Little League and the Clarion Area School District Varsity and JV baseball and softball teams.
The park facilities are available for public use, provided that they are not being used by any of the above teams. The pavilion can be reserved and used for no charge, although a refundable security deposit is required to hold the reservation.
